The New Haven Township Board met on April 5, 2010, at the New Haven Township Hall.  The meeting was called to order by Supervisor Dickinson at 7:00 p.m. with the pledge to the flag.

 

A roll call was taken, members present, Supervisor Dickinson, Clerk Owen, Treasurer Eickholt, Trustee LeCureux and Trustee Foster.

 

Guests, Dan Winters, Jim and Darlene Fitzgerald, Tim LeClair, Mike and Diane Dowler.

 

Motion was made by Treasurer Eickholt, supported by Trustee Foster, to approve the agenda as presented.

All Ayes.

Motion Carried.

 

Motion was made by Trustee LeCureux, supported by Treasurer Eickholt, to approve the minutes from March 1, 2010.

All Ayes.

Motion Carried.

 

Treasurer Eickholt gave the following report; General Fund $ 48,120.19 2-Mill Road Account $81,257.01, Township Investment Account (A) $81,031.17, Township Investment Account (B) $35,000.00,  Perpetual Care  34,159.38, Revolving Improvement Account (H) Closed, Fire Account $ 40,867.37,  Ambulance Account  $ 12,300.00 and Tax Checking Account $ 231.88.

 

Motion was made by Trustee LeCureux, supported by Clerk Owen, to approve the Treasurer’s Report as presented.

All Ayes.

Call to the Public

Dan Winters commented on the annual meeting

 

Motion by Trustee Foster, supported by Trustee LeCureux to accept the recommendation by Supervisor Dickinson of the hiring of Diane Dowler as the Assessor for New Haven Township and to accept and authorize Supervisor Dickinson and Clerk Owen to sign the agreement presented to the township board made and entered into April 5, 2010 between the Township of New Haven and Diane Dowler.

A roll call vote was taken.

It was unanimously approved.

It was noted that road projects for 2010-2011 will be discussed at future meetings.

 

It was noted that the Drains at Large pending money due to the Shiawassee County Drain Commission will be discussed at a special meeting in the future.

Resolution to Impose 3% Late Penalty Charge on Property Tax Collections

 

WHEREAS, The Township of New Haven, Shiawassee County, Michigan is responsible for assessing ad valorem property taxes, collecting property tax levies, and handling review and  appeal matters arising therefrom, and

 

WHEREAS, PA 206 of 1893, MCL 211.44(3), provides for imposition of a late penalty charge equal to 3% of the tax on all taxes paid after February 14 and before March 1, and,

WHEREAS, it is the desire of this Township Board to encourage the timely payment of taxes,

NOW, THEREFORE, BE IT HEREBY RESOLVED by the Township Board of New Haven Township that: The Township Board does hereby approve and authorize the imposition of a late penalty charge equal to 3% of the tax on all taxes paid after February 14 and before March 1.

 

This resolution shall apply to all property tax levies that shall become due in 2010 or any year thereafter and this resolution shall continue in full force and effect unless and until revoked or rescinded by resolution of the New Haven Township Board.

Seconded by: Treasurer Eickholt

 

Upon roll call vote the following voted:  

"Aye": Supervisor Dickinson, Clerk Owen, Treasurer Eickholt, Trustees LeCureux and Foster.   

   
 Supervisor Dickinson declared the resolution adopted.

 

Motion by Trustee LeCureux, supported by Trustee Foster to authorize the payment in the amount of $ 5,083.00 to Burnham and Flower and to authorize Clerk Owen to sign the insurance agreement on behalf of New Haven Township.

A roll call vote was taken.

It was unanimously approved.

Motion by Trustee LeCureux, supported by Treasurer Eickholt to authorize Clerk Owen to sign the agreement on behalf of New Haven Town ship with Demis & Wenzlick for the 2010 Bi-Annual Audit in the amount of $ 2,500.00.

A roll call vote was taken.

It was unanimously approved.

A bulletin board for the township hall was discussed.

2-Mill Road Resolution

 

            WHEREAS, The Township of New Haven, Shiawassee County, Michigan, is in need of additional road funding; and

 

            NOW THEREFORE, be it resolved that a proposal be placed before the voters in the Township of New Haven at the August 2, 2010 Primary Election which shall read as follows:

           

            “Shall the Township of New Haven, Shiawassee County, Michigan, Levy two mills ($ 2.00 of each $ 1,000.00 of Taxable Valuation) on all Real and Personal Property in the Township of New Haven for a period of six years, 2010-2015 inclusive to provide funds for all roads within New Haven Township.”  (This being a fourth renewal of two mills for the same purpose which expired with the 2009 tax levy).  The township estimates it will collect $ 80,000.00 in the first year if the renewal proposal is approved.

 

Upon a roll call, the following voted “Yea” Supervisor Dickinson, Clerk Owen, Treasurer Eickholt, Trustee LeCureux and Trustee Foster.

 

Supervisor Dickinson declared the motion carried and the resolution was duly adopted on April 5, 2010.

 

Motion by Clerk Owen, supported by Trustee LeCureux to authorize payment with the funds available from the Ambulance Account to Corunna Area Ambulance Service and Twin Township Ambulance Service, with the remaining balances to each ambulance service to be paid in full upon receipt of the delinquent tax payment from the Shiawassee County Treasurer to be received in 2010.

A roll call vote was taken.

It was unanimously approved.

The next regular township board meeting will be May 10, 2010.
